BackgroundI. Organizational Context
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In Türkiye, UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women's economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. UN Women Türkiye has been implementing programmes and projects since 2012 that aim to advance gender equality and improve women's access to opportunities, rights, and services.
Under this framework, UN Women Türkiye will implement "Reimagining Gender Equality Across Generations and Communities" project, funded by the Norwegian Ministry of Foreign Affairs, to reduce gender inequalities by enhancing the ability of civic groups and young women to be agents of transformative change towards gender equality and women's rights.
Reporting to Programme Specialist (NOC), the Programme Assistant will work with and provide support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Assistant will provide programmatic, administrative, and logistical assistance to the team for the smooth programme implementation.
Duties and ResponsibilitiesII. Key Functions and Accountabilities
- Provide administrative and logistical support to the formulation and management of programmes
- Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
- Provide administrative support to the executing agencies on routine delivery and reporting of programme supported activities and finances;
- Provide administrative support for the audit of programmes/projects;
- Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers.
- Provide administrative support to the financial management of the Programme Unit
- Create projects in Quantum system, prepare budget revisions, and determine unutilized funds;
- Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects;
- Process payment for consultants, as delegated;
- Create requisitions in Quantum system for development projects.
- Provide administrative support to the Programme Unit
- Undertake all logistical, administrative, and financial arrangements for meetings, workshops, events, and missions;
- Make travel arrangements for the Programme Team;
- Draft minutes in meetings, as delegated;
- Assemble briefing materials and prepare presentations;
- Organize and coordinate filing of documents.
- Provide administrative support to resource mobilization
- Organize, compile, and process documentation and information from donors.
- Facilitation of knowledge building and sharing
- Provide administrative support to the organization of training for the office staff and partners.
The Programme Assistant will not supervise any staff.

IV. Recruitment Qualifications
Education and certification:
- Completion of secondary education required.
- Bachelor's degree in Business Administration or related fields is an asset.
Experience:
- At least 5 years of progressively responsible experience in administrative or programme management/support;
- Experience in working in a computer environment using multiple office software packages is required;
- Experience in the use of ERP systems, preferably Oracle Cloud, is desirable;
- Experience in supporting a team is desirable.
Language Requirements:
- Fluency in English and Turkish is required;
- Knowledge of another official UN language is desirable.
