To achieve better results for children in a more efficient and effective way, UNICEF continues the mainstreaming and scale-up of the cash transfer programme modality across the organization. The Division of Financial and Administrative Management (DFAM) plays a key role in adjusting the UNICEF business model to support the development and implementation of the delivery of cash assistance both in development and humanitarian settings at the Headquarters, Regional and Country office (CO) levels.

Under the direct supervision of the Senior Finance Manager – Global Cash-Based Transfers, you will provide on-site and remote technical financial expertise to support Country Offices (COs) in implementing Cash-Based Transfer (CBT) programs through Financial Service Providers (FSPs), and oversee the design and implementation of controls to monitor and mitigate cash-based transfer risks. Your responsibilities include strengthening financial oversight, building operational capacity, and contributing to management information systems for CBTs.

You will work closely with the Senior Finance Manager to enhance monitoring, compliance, and risk management across Regional and Country Offices. This includes providing risk-informed policy guidance, developing tools and processes, and overseeing controls to mitigate financial risks in cash transfers. Collaboration with UNICEF HQ divisions, including DFAM, EMOPS, ICTD, and the Global Shared Services Center, is key to ensuring successful implementation.

Key Responsibilities:

  1. On-Site Technical Support to Country Offices: Provide on-site technical support to Country Offices for needs assessments, action plans, and effective beneficiary payments through FSPs. Review and advise on payment modalities tailored to cash programs, country context, and banking systems, while mitigating risks and enhancing transparency.
  2. Training & Capacity Building: Develop policies, SOPs, and tools for cash transfer programming.
  3. Risk Management: Conduct risk assessments and develop mitigation strategies.
  4. Financial Service Provider (FSP) Selection: Assess FSPs' financial health, risk, and compliance. Establish clear selection criteria and review legal agreements.
  5. Knowledge Management: Facilitate knowledge-sharing platforms for Country Offices. Establish performance metrics for financial oversight and improvements.

Minimum requirements

  • Education: Master or equivalent (Advanced University Degree) in Business, Finance, Economics, Business Administration, Finance and Investment and any other related fields.
  • Work Experience: At Least 8 years of relevant work experience in Financial Management, Accounting and Auditing, Cash-Based Transfers, Global Payments, Risk Management, Digital Payment Solutions, Financial Oversight.
  • Skills: Accounting, Cash Operations, Auditing, Data Analysis, Digital Transformation, Financial Management.
  • Language Requirements: Fluency in English is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language.
  • Information management, Data analysis, Digital Payments, Multistakeholder, Coordination.
  • Developing country work experience and/or familiarity with emergencies.
