Job Purpose: The Senior Officer is primarily tasked to ensure that gender sensitivity and empowerment, including PSEA, is appropriately integrated into project planning, implementation, monitoring, evaluation and reporting. Responsibilities for this include conducting day-to-day follow up on WGSSs and community centers protection teams, case management interventions, tools and assessment usage, capacity building for protection teams, proposing, implementing and reporting the needs-based activities and plans. In addition to the development of tools for use by HRO program staff, and coordination with relevant thematic networks and working groups.

Key Responsibilities:

  1. General:
    1. Attend HRO partner conferences and program retreats.
    2. Attend HRO weekly staff meetings.
    3. A willingness to help with various tasks to support HRO's mission.
    4. A willingness to work extra hours when necessary (i.e., reporting periods).
    5. Model non-violent peacemaking in the workplace and community through respectful interactions with others.
    6. Follow-up on the Focus Group Discussion tools as community-based M&E tools with the M&E officer.
    7. Represent HRO in relevant networks, working groups and coordination meetings (Protection Cluster, GBV Sub-Cluster, CP Sub-Cluster).
    8. Document successful activities, lessons learned and methodologies for gender equality and women's empowerment to identify lessons learned in relation to areas of strategic priority to guide improved attention to gender concerns within HRO programming.
    9. Develop coordination with relevant external agencies (local authorities, community based and NGO entities) on gender equality and women´s empowerment issues.
  2. Program:
    1. Ensure the implementation of the internal and National SOPs, guidelines, referral and coordination mechanisms for assistance to beneficiaries in all projects.
    2. Provide Capacity Building and Case Management trainings for projects teams to ensure that staff implement and respect best-practice and international standards for national protection group prevention and response.
    3. Follow-up on the Guidance Note in Prevention and Response shared by the national Working Groups.
    4. Work with Projects Officers to assess and strengthen their awareness and capacity to integrate gender sensitivity, empowerment and PSEA into project design, implementation, monitoring, and evaluation.
    5. Support Project Officers with specific requirements for protection related outcomes.
    6. Provide technical support to the protection program, update and ensure the use of technical guidelines and tools during the implementation of the activities.
    7. Provide technical input for designing, planning, implementing, monitoring, evaluation, and analysis of GBV, CP, PSS.
    8. Support the proposal writing process in technical aspects and descriptions of CP, GBV prevention, PSS activities.
    9. Conduct assessments and trainings for projects either through in person field visits or virtually.
    10. Conduct regular meetings with project teams to monitor implementation of the program and to provide technical guidance.
    11. Updating the teams' members on developments, challenges, recurring issues and trends in gender, protection and PSEA issues and share recommendations to ensure continued engagement and informed decision-making.
    12. Integrate gender, and protection analysis and propose additional or alternative measures of gender-related outcomes and impact for all relevant M&E work.
    13. Report monthly on the progress, challenges, lessons learned and share improvement suggestions.
  3. Case Management:
    1. Oversee case management (including follow up on referrals and action plans) and support services provided.
    2. Ensure and monitor the correct documentation of cases through review of files and databases.
    3. Ensure confidentiality of information and that data protection and information-sharing protocols are respected.
    4. Review staff caseloads to ensure they are manageable and share challenges with the Programme Coordinator and Programme Manager.
    5. Ensure the dissemination of information from the protection coordinator to CM team.
    6. Provide briefings on child safeguarding and appropriate behavior with children to all case management staff.
    7. Ensure any concerns are reported and addressed immediately.
    8. Monitor the provision of cash for protection, case fund, and micro-grants, assess protection objectives and follow-up on the impact of assistance.

Qualifications and Work Experience:

  • Bachelor's degree required in social science especially gender studies, humanitarian assistance, protection or relevant discipline preferred.
  • Minimum 2 – 3 years' experience with a minimum of two years of developing and training on guidance, standards, and materials relating to protection and PSEA.
  • Previous experience with NGO.

Required competencies (skills / knowledge / capabilities):

  • Experience with protection analysis and project design, monitoring and evaluation.
  • Familiarity with project monitoring and evaluation tools and processes.
  • Demonstrated experience with gender integration in development and peacebuilding programming.
  • Prior experience with institutional donors (EU, GAC, USAID, etc.).
  • Strong writing, communication, presentation and organizational skills.
  • The ability to communicate challenging topics in a clear, focused, and respectful manner.
  • Ability to adapt to the varying levels of experience with integrating gender sensitivity into programming when providing capacity building.
  • Fluency in Arabic and English.
  • Computer literate in Word, Excel and Outlook.
  • Ability to understand and advise on the challenges facing field staff.
  • Ability to think strategically about improving project implementation.
